So I have two dogs and I am trying to think of a way to make a steampunkish style of dog cart or sulky  so any ideas would be gratly appreciated The dogs that I have are eropean boxers and my male is huge so weight shouldn't be an issue

You could try for one of the carts seen in the old Sherlock Holmes shows. Two wheels, space for one at front (driver) space for two in rear, Siting facing each other at the sides, open back with step to enter.

Dog carts like goat carts were often made of wicker work to save weight. Used by peddlers to haul goods and families to transport small children and picnic lunches. You might be able to find something if you lookup St. Bernard and other European mountain dogs as they were often used as cart animals.
